Berlin, 1914. Kaiser Wilhelm invites Bella, a dancing teacher from England, to instruct his officers. She meets Gerhard, they are attracted to each other, but before romance can blossom, war breaks out. Alone and an alien in Berlin, Bella turns to the only man who can help her - the Kaiser.

The poet Wilfred Owen is posted to the Clarence Gardens Hotel, which is being used as officers' quarters. ON SCARBOROUGH FRONT pits him against Lieutenant-Colonel Gray, who has been brought out of retirement to serve his country once again. Battle lines are drawn up as each of them struggles with his own war-fed anxieties. Then news arrives - news that changes everything.
